The International Ice Hockey Federation (IIHF) is the worldwide governing body for ice hockey and in-line hockey. It is based in Zurich, Switzerland, and has 68 members. It is responsible for the management of international ice hockey tournaments, and maintains the IIHF World Ranking. Despite its worldwide authority, the IIHF has little control of hockey in North America, where the National Hockey League (NHL) is the highest hockey organization. Its base of power rests in Europe with the respective national governing bodies and leagues. Most of these competitions were arranged by the NHL or NHLPA. The Summit Series was an eight game challenge series between the Soviet National Team and a Canadian team made up of NHL hockey players. No World Hockey Association players were included in the event. Two years later, the World Hockey Association competed in the 1974 Summit Series and were defeated by the Soviets, but with no NHLers. There were however, some former NHLers playing for the WHA in the series.
